Pakistan Criticizes UNSC for Ignoring Non-Muslim Extremist Groups in Global Lists

Speaking at a Security Council meeting on “Threats to Global Peace from Terrorism”, Ambassador Ahmad said such selective actions divide the world. He added that they weaken collective efforts to fight terrorism.
The Pakistani envoy highlighted that extremist non-Muslims often avoid accountability. Meanwhile, Muslims are disproportionately targeted. He said this reflects a clear double standard.
Ambassador Ahmad urged the international community to make counterterrorism measures neutral, principled, and transparent. He warned that terrorist groups are increasingly active in digital spaces. Social media and modern technology are being used to influence vulnerable populations, especially young people, toward extremism.
He emphasized that counterterrorism policies must follow international law and human rights.
The ambassador highlighted specific threats to Pakistan including Tehrik-e-Taliban Pakistan (TTP), the Baloch Liberation Army, and the Majeed Brigade. He said increasing cooperation among these groups is a serious challenge for both regional and global peace.
He noted that these groups operate from Afghan territory. This directly threatens Pakistan’s national security. While Pakistan and international forces are conducting operations against ISIS-K in Afghanistan, TTP, Baloch militants, and the Majeed Brigade still find safe havens there.
Ambassador Ahmad also stressed that ISIS continues to pose an active threat in Iraq, Syria, and Afghanistan, with thousands of fighters still operational.
The Pakistani envoy accused India of backing terrorism in Pakistan. He said India also targets Pakistanis abroad. He cited a May attack this year where 54 innocent Pakistanis, including women and children, were killed. The attack targeted civilians and infrastructure.
He warned that labelling state-sponsored terrorism as counterterrorism is dangerous. He said the Security Council cannot remain silent on such actions. “Occupation and oppression can never be called counterterrorism,” he said.
Concluding his remarks, Ambassador Ahmad called for a comprehensive and fair global counterterrorism strategy. He urged that it should be free from double standards. He stressed that efforts to malign the Islamic world must stop.
